Flight Operation Department (OPS)

The Flight Operations Department (OPS) of the Civil Aviation Agency under the Cabinet of Ministers of the Kyrgyz Republic is responsible for the regulation, certification, and continuous oversight of air operators in the field of flight operations.

The main objective of the Department is to ensure that operators comply with the aviation legislation of the Kyrgyz Republic and international standards of ICAO.

OPS performs certification of air operators (AOC), evaluates operational documentation, oversees flight crew training, and conducts risk-based oversight of flight safety, including monitoring of Safety Management Systems (SMS).

Key Functions:

  • certification, renewal, and amendment of Air Operator Certificates (AOC);

  • conducting inspections, audits, and oversight activities (on-site and off-site);

  • review and approval of operational documentation (OM, MEL, ERP, FTL, etc.);

  • oversight of flight crew training and qualification (including CRM and ESET);

  • monitoring implementation and effectiveness of Safety Management Systems (SMS);

  • assessment of exemption requests and special approvals;

  • continuous coordination and interaction with air operators.
