State Civil Aviation Agency under the Cabinet of Ministers of the Kyrgyz Republic

The State Civil Aviation Agency under the Cabinet of Ministers of the Kyrgyz Republic (SCAA) is a civil aviation authority with a unique profile among the member states of the Commonwealth of Independent States (CIS), the Eurasian Economic Union (EAEU), and the Contracting States to the Convention on International Civil Aviation of December 7, 1944 (the 1944 Chicago Convention).

In 1997, by Resolution of the Government of the Kyrgyz Republic "On the Delimitation of State Regulation and Economic Activity Functions in the Civil Aviation of the Kyrgyz Republic" (dated October 18, 1997, No. 610), the Department of Air Transport and Airspace Management under the Ministry of Transport and Communications of the Kyrgyz Republic (currently the State Civil Aviation Agency) was tasked with the functions of a state regulatory body to implement and conduct a unified policy in the field of civil aviation of the Kyrgyz Republic.

The State Civil Aviation Agency exercises state regulation and oversight in the field of civil aviation of the Kyrgyz Republic.

The Agency operates in accordance with the Air Code of the Kyrgyz Republic, the regulatory legal acts of the Kyrgyz Republic, the Regulation on the State Civil Aviation Agency approved by the Cabinet of Ministers, as well as international treaties to which the Kyrgyz Republic is a party that have entered into force in accordance with the law.

The State Civil Aviation Agency represents the Kyrgyz Republic in relations with the International Civil Aviation Organization (ICAO) and other international aviation organizations. It also ensures the fulfillment of obligations arising from international treaties that have entered into force in the prescribed manner.

The Agency conducts negotiations and signs bilateral and multilateral agreements regarding the establishment of scheduled international air services and other aspects of civil aviation activities in accordance with the legislation of the Kyrgyz Republic.

The State Civil Aviation Agency is the body performing state regulation, as well as specific executive, supervisory, regulatory, and other functions in the field of civil aviation as provided for by the Air Code of the Kyrgyz Republic and the Regulation on the Agency.

The State Civil Aviation Agency is a legal entity, possessing a seal featuring the State Emblem of the Kyrgyz Republic and its name in both the state (Kyrgyz) and official (Russian) languages, as well as stamps, letterheads, and accounts within the treasury system.

The Regulation and the management structure of the Agency are approved by the Cabinet of Ministers of the Kyrgyz Republic.

     Priority Objectives of the State Civil Aviation Agency:

- Implementation of state regulation of civil aviation activities to ensure flight safety, aviation security, and the quality of works and services.

- Meeting the needs of the economy and the population for air transportation of passengers, baggage, and cargo, as well as other civil aviation services.

     - Creating favorable conditions for safe, regular, and efficient air transport and aerial work, developing the civil aviation services market, and meeting the needs of air transport users.

     -  Implementing ICAO Standards and Recommended Practices (SARPs) within the civil aviation of the Kyrgyz Republic.

    The State Civil Aviation Agency consists of the following structural units:

  • Flight Operations Department;

  • Airworthiness Department;

  • Personnel Licensing Department; 

  • Aerodromes, Ground Handling and Transport Regulation Department;

  • Aviation Security Department

  • Air Navigation Departmant;

  • Compliance and Safety Department;

  • IT Department;

  • International Cooperation and Media Communications Department;

  • Legal Affairs Department;

  • Finance, Economics and Accounting Departmant;  

  • General Aviation and Unmanned Aircraft System;

  • Human Resources Sector;

  • Administrative and Organizational Support Sector.

The Kyrgyz Republic has been a member of the International Civil Aviation Organization (ICAO) since 1992. As parties to the Chicago Convention applying the Standards contained in its Annexes, Member States directly benefit from ICAO membership, including:

- Global cooperation in ensuring safe and efficient commercial air transport;

-Opportunities for liberalizing access to air transport routes;

-Enhanced opportunities for expanding international trade;

-Increased potential for international tourism;

-Accelerated economic development.

Since 2006, the State Civil Aviation Agency has undergone audits regarding its safety and security oversight capabilities under the Universal Safety Oversight Audit Programme and the Universal Security Audit Programme.

To achieve its objectives, the Agency has implemented a Quality Management System (QMS). Within this framework, the Agency continuously monitors compliance with QMS requirements and evaluates the satisfaction levels of legal entities and individuals through marketing research, surveys, and the analysis of incoming inquiries.
