State Civil Aviation Agency under the Cabinet of Ministers of the Kyrgyz Republic

In accordance with the Decree of the President of the Kyrgyz Republic dated January 30, 2023, UP No. 15 "On Approval of the Rules for Admission to Administrative State Civil Positions in a Special (Non-Competitive) Order," the Agency hereby announces a competition for filling vacant administrative state civil positions.

 

GENERAL QUALIFICATION REQUIREMENTS

For all administrative state positions of the State Civil Aviation Agency:

For Senior Management (Main) Positions:

Knowledge of:

  1. The Constitution of the Kyrgyz Republic;

  2. Constitutional Law "On the Cabinet of Ministers of the Kyrgyz Republic";

  3. The Labor Code of the Kyrgyz Republic;

  4. Law "On State Civil Service and Municipal Service";

  5. Law "On the Procedure for Considering Citizens' Appeals";

  6. Law "On Normative Legal Acts of the Kyrgyz Republic";

  7. Law "On Conflict of Interest";

  8. Law "On Combating Corruption";

  9. Law "On the Right to Access Information";

  10. Model Instructions on Records Management (Resolution No. 120, March 3, 2020);

  11. Kyrgyz, Russian, and English languages sufficient for job duties;

  12. Fundamentals of management.

Skills:

  • Analyzing statistical data to support decision-making;

  • Strategic planning and innovative problem-solving;

  • Managing structural units and making decisions in critical situations;

  • Setting clear tasks and objective performance evaluation;

  • Fostering a positive socio-psychological climate;

  • Advanced IT literacy (MS Office, file management, internet, email, and office equipment).

Expertise:

  • Managerial administration and strategic document development;

  • Public speaking and business correspondence in three languages;

  • Risk analysis, forecasting, and implementation of management decisions;

  • Proficiency in the "TOKTOK Mamleket Pro" legal system and "Infodocs" (EDMS).

DEPARTMENT-SPECIFIC REQUIREMENTS

1. Airworthiness Department

Senior Inspector (1 position, M-A)

  • Education: Higher professional education in aviation (Technical operation of airframes/engines or aircraft avionics/radio equipment).

  • Experience: Minimum 3 years in the professional field; a valid Civil Aviation Engineer License with ratings for aircraft types operated in the Kyrgyz Republic.

  • Specific Knowledge: Chicago Convention and Annexes; Air Code of KR; ICAO Docs 9760, 9859, 8335, 9574, 9734; Aviation Rules (ARKR) 1, 5, 7, 8, 10, 12, 13, 16, 19, and 6.

2. Aerodromes, Ground Handling, and Transport Regulation Department

Chief Inspector (1 position, S-B)

  • Education: Higher professional education in civil aviation or technical field (Aerodrome construction, ground handling, air transport management, or transport security).

  • Experience: At least 1 year of civil/municipal service or 3 years in the professional field.

  • Specific Knowledge: Air Code of KR; ARKR regarding aviation fuel, search and rescue, aerodromes (ARKR-14), and ground handling certification (ARKR-21); ICAO Annex 14 and PANS-Aerodromes (Doc 9981).

3. Aviation Personnel Certification Department

Inspector (1 position, M-B)

  • Education: Higher professional education in civil/military aviation (Aircraft operation, air navigation, or ATC).

  • Experience: No prior experience required.

  • Specific Knowledge: ARKR-1 (Personnel Licensing); ICAO standards for licensing; internal instructions for the State Qualification Commission.

4. Strategic and Digital Development Department

Head of Department (1 position, G-B)

  • Education: Higher aviation education OR higher education with certifications in digitalization/strategic planning.

  • Experience: At least 3 years in civil service or 5 years in the professional field.

  • Specific Knowledge: Digital Transformation Concept 2024-2028; Montreal and Warsaw Conventions; legislative drafting techniques; safety management systems (SMS).

5. Legal Support Department

Chief Specialist / Lawyer (1 position, S-B)

  • Education: Higher professional education in Law (Jurisprudence).

  • Experience: At least 2 years in civil service or 3 years in the legal field.

  • Specific Knowledge: Civil, Procedural, Administrative, and Offense Codes of KR; Law on Public Procurement; Law on Administrative Procedures; Legislative technique instructions.

6. Flight Operations Department

Senior Inspector (1 position, M-A)

  • Education: Higher professional education in civil aviation or any higher education profile.

  • Experience: Minimum 1 year in the professional field.

  • Specific Knowledge: ARKR-1, 2, 6, 12, 13, 19, 21; methodology for flight training; CRM, FSTD, and ESET evaluation methods.

7. International Cooperation and Media Communications Department

Specialist (1 position, M-B)

  • Education: Higher education in Humanities, Linguistics, Translation, International Relations, Law, or Economics.

  • Experience: No prior experience required.

  • Specific Language Requirement: Kyrgyz (Level C1), Russian, and English.

  • Skills: Translation of legal, technical, and economic texts; civil aviation terminology; consecutive interpretation at business meetings.

8. Compliance and Safety Department

Senior Inspector (1 position, M-A)

  • Education: Higher professional education in civil aviation.

  • Experience: No prior experience required.

  • Specific Knowledge: Standards of ICAO, EASA, and other regulatory bodies; methods for evaluating flight safety effectiveness; AIR and ANS standards.

Required Documents for Competition Entry

To participate in the competition, the following documents must be submitted:

  • Personal Application: Specifically stating the desired vacancy.
  • Personal Record Sheet: Including a photograph (Personnel Data Sheet).
  • Professional Credentials: Copies of documents confirming required professional education, work experience, and qualifications. This includes:
    • Copy of the Employment Record Book (Labor Book).
    • Copies of educational diplomas and certificates.
    • Evidence of advanced training, academic degrees, or titles (certified by the HR department at the current place of employment).
  • Identity Document: A copy of your passport or ID card (the original must be presented during the interview).
  • Military Registration: A copy of the military ID or registration certificate (for those subject to military service).
  • Police Clearance Certificate: Proof of no criminal record, issued within the last 3 months (electronic format is acceptable).
  • Resume/CV: Including a photograph.
  • Medical Certificate: Form №086.
  • Kyrgyztest Certificate: Minimum proficiency level of B2.
  • Letters of Recommendation: From previous places of employment.
