
The Civil Aviation Security Policy of the Kyrgyz Republic is aimed at establishing a civil aviation security system that is mandatory for all persons, including government authorities and private organizations, operating at civil aviation facilities.

“The primary objective of the state authorities and civil aviation organizations of the Kyrgyz Republic is to ensure the protection of passengers, crew, ground personnel, and the general public from acts of unlawful interference.”
In accordance with the legislation of the Kyrgyz Republic, the competent state body responsible for establishing and implementing state policy in civil aviation is the civil aviation authority, which develops and implements rules, practices, and procedures to protect civil aviation against acts of unlawful interference, taking into account flight safety, regularity, and operational efficiency.
Such rules, practices, and procedures:
– ensure the security of passengers, crew, ground personnel, and general public in all matters related to the protection of civil aviation against acts of unlawful interference;
– provide for prompt and effective response to any heightened security threat.
“Tasks for State Regulation and Oversight of Civil Aviation Organizations:
the development of Civil Aviation Regulations and other normative legal acts in the field of civil aviation in a manner that ensures their maximum conformity with the Standards and Recommended Practices of the International Civil Aviation Organization (ICAO), adopted in accordance with Article 37 of the Convention on International Civil Aviation. In cases where full conformity of the Civil Aviation Regulations and other normative legal acts of the Kyrgyz Republic with ICAO Standards and Recommended Practices cannot be achieved, the civil aviation authority shall, in accordance with Article 38 of the Convention on International Civil Aviation, notify the International Civil Aviation Organization of the differences between the legislation of the Kyrgyz Republic and the provisions established by international civil aviation standards;
the development of National Aviation Security Quality Control Programme (NASQCP) in the field of civil aviation security of the Kyrgyz Republic, as well as its periodic review;
the development of National Civil Aviation Security Training Programme (NCASTP) of the Kyrgyz Republic and its periodic review.”
- Review and approval of aviation security programs for airports, aerodromes, heliports, aircraft operators, aviation fuel supply organizations, cargo terminals, in-flight catering
providers, air navigation service providers, and other organizations providing services in civil aviation; - Review of aircraft operators’ Operations Manual (OM) with regard to civil aviation security to ensure their compliance with the regulatory requirements of the Kyrgyz Republic.”
- Conduct audits and inspections of aircraft operators’ activities within the scope of certification and continuous oversight;
- Conduct audits and inspections of airports, aerodromes, and heliports as part of aerodrome certification and continuous oversight.
- Conduct audits and inspections of aviation enterprises as part of certification and continuous oversight of ground handling organizations, including in-flight catering providers, cargo terminals/warehouses, aircraft cleaning and servicing providers, and others;
- Conduct audits and inspections of air navigation service providers;
- Conduct audits and inspections of aviation fuel supply organizations as part of their certification and continuous oversight”
- Conduct audits and inspections of training centers within the scope of certification and continuous oversight”.
- Conduct inspections of duty-free shops, as well as other civil aviation service providers whose premises are located in restricted access zones of civil aviation organizations
- Assess the knowledge of cabin and flight crew members, including pilots, flight attendants, etc. with regard to aviation security;
- Conduct ramp inspections of aircraft, including foreign aircraft;
- Organiz
ingthe assessment of aviation security instructors’ knowledge.” - Assess the knowledge of screening operators and authorize them to perform independent duties;
- Assess the knowledge of personnel engaged in air traffic management;
- Review and approve manuals, instructions, and regulations of civil aviation organizations with regard to aviation security;
- Review and approving personnel training programs on aviation security;
- Approve design documentation for the construction or reconstruction of buildings and facilities in matters related to aviation security.”
- Conduct civil aviation risk assessments for the Kyrgyz Republic, and, if necessary, amend the Civil Aviation Regulations of the Kyrgyz Republic (CAR-17 - ARKR-17).
- Approve designated managers responsible for implementing aviation security measures within civil aviation organizations;
- Developing and issuing instructions, procedures, and requirements related to aviation security, as well as performing other tasks in accordance with the; civil aviation security regulatory framework of the Kyrgyz Republic
- Apply sanctions to individuals and civil aviation organizations for violations of civil aviation security norms, rules, and procedures.
- Review complaints and submissions from individuals.”
