Personnel Certification Department of the State Civil Aviation Agency under the Cabinet of Ministers of the Kyrgyz Republic

The Aviation Personnel Licensing Department performs the functions of the authorized civil aviation authority for the implementation of the requirements of ARKR-1 “Personnel Licensing” and ensures State regulation in the field of aviation personnel licensing of the Kyrgyz Republic.

Within its scope of responsibility, the Department:

  • carries out the issuance, renewal, revalidation, suspension, and revocation of personnel licences, as well as ratings and endorsements, in accordance with ICAO Annex 1;

  • validates and recognizes personnel licences issued by foreign Contracting States and monitors compliance with the conditions of such validation;

  • ensures the conduct of theoretical knowledge examinations, skill tests, proficiency checks, and competency assessments;

  • coordinates the activities of designated examiners, licensing boards, and aeromedical assessment bodies appointed by the civil aviation authority;

  • approves and oversees Approved Training Organizations (ATOs), training programmes, and quality management systems for aviation personnel training;

  • maintains records, registration, and retention of data related to issued and validated personnel licences;

  • exercises oversight and surveillance to ensure compliance with established requirements for training, assessment, and continued competency of aviation personnel.

The activities of the Department are aimed at ensuring an adequate level of professional competency of aviation personnel and the safety of civil aviation operations in the Kyrgyz Republic.
