The main responsibilities of the Department include:
implementation of state policy in the field of regulation of safe and efficient air traffic services within the airspace of the Kyrgyz Republic, including ATM, AIS, MET, CNS, PANS-OPS, CHARTS, and SAR;
development of, and introduction of amendments to, the regulatory and legal acts of the Kyrgyz Republic governing and regulating civil aviation activities in the areas of ATM, AIS, MET, CNS, PANS-OPS, CHARTS, and SAR;
oversight and surveillance of compliance with legislative and regulatory requirements related to the safety of ATM, AIS, MET, CNS, PANS-OPS, CHARTS, and SAR;
participation in the certification of civil airports and aerodromes, aircraft operators, and air navigation service providers;
certification of aviation personnel in accordance with delegated authorities;
representation and protection of the state interests of the Kyrgyz Republic within ICAO and other international organizations on matters related to air navigation;
ensuring the fulfillment of obligations arising from intergovernmental agreements of the Kyrgyz Republic on air navigation services;
development of manuals, handbooks, instructions, and regulations in the field of flight safety in the civil aviation of the Kyrgyz Republic;
study and implementation of ICAO Standards and Recommended Practices (SARPs) into the Aviation Rules of the Kyrgyz Republic;
notification of ICAO regarding compliance with, or differences from, ICAO Standards and Recommended Practices in relation to the Aviation Rules of the Kyrgyz Republic;
granting exemptions and/or deviations from compliance with the established requirements of the Aviation Rules of the Kyrgyz Republic.
