* institutional development programs for civil aviation authorities;
* financing mechanisms for aviation infrastructure;
* tools to ensure the sustainable growth of the aviation sector.
       Special attention was given to the differences between strategic sector development plans and civil aviation master plans, which are increasingly becoming an important instrument for the systematic development of aviation infrastructure and effective sector governance.
