General Aviation and Unmanned Aerial Vehicles Sector
The General Aviation (GA) and Unmanned Aerial Vehicles (UAV) Sector of the State Civil Aviation Agency under the Cabinet of Ministers of the Kyrgyz Republic (SCAA under the CMKR) plays a key role in the development and regulation of the dynamically growing segments of the national airspace. Our mission is to ensure the safe, efficient, and sustainable operation of general aviation, as well as to integrate and oversee the use of unmanned technologies within the airspace of the Kyrgyz Republic.
We strive to create favorable conditions for the development of private and sport aviation, aerial photography, agricultural operations, monitoring, and other activities involving general aviation and unmanned aircraft systems, while strictly complying with international standards and national legislation.
Key areas of activity:
Oversight and control of compliance with aviation regulations in the field of general aviation and unmanned aerial vehicles.
Registration and accounting of civil unmanned aircraft and UAV operators (within the scope of authority established by regulatory legal acts).
Consideration of requests and inquiries from individuals and organizations regarding the operation of general aviation and unmanned aerial vehicles.
Methodological support: provision of clarifications, recommendations, and consultations on safe operation requirements.
Flight safety oversight: development and implementation of safety standards, conduct of inspections and audits to prevent aviation accidents and incidents.
Participation in the investigation and review of violations and incidents (in accordance with established procedures and in cooperation with authorized bodies).
Development of the regulatory framework: preparation of proposals and draft documents in the field of general aviation and unmanned aerial vehicles, inter-agency coordination.
Cooperation with state authorities, local self-government bodies, and relevant organizations on issues related to airspace use and the safe application of unmanned aerial vehicles.
Infrastructure development: facilitation of the development of small aerodromes, landing sites, and heliports, as well as navigation support for the needs of general aviation.
Airspace integration: ensuring the seamless and safe integration of general aviation flights into the overall airspace.
