Quality Monitoring and Safety Management System Department (QM&SMS)

The main tasks of the department are:

  • Coordination and control of the development of draft legislative acts regulating the activities of civil aviation of the Kyrgyz Republic;
  • Coordination and control of the development of new national standards in the field of civil aviation;
  • Coordination and control of bringing existing national standards in civil aviation in line with international standards and recommended practices of ICAO;
  • Accounting for received ICAO amendments and taking actions to implement these amendments into the aviation regulations of the Kyrgyz Republic (regulatory legal acts of the Kyrgyz Republic);
  • Conducting regular internal audits of the structural subdivisions of the Civil Aviation Agency;
  • Monitoring the compliance of the Agency’s management system, key processes occurring within the Agency, and corresponding procedures with applicable national and international standards;
  • Presenting the results of compliance monitoring to the Agency’s management, controlling the implementation of corrective and preventive measures for identified non-conformities;
  • Conducting inspections of State Agency inspectors during certification activities to assess the quality of their work and compliance with established requirements;
  • Collecting, processing, and analyzing information on flight safety, including data on identified threats, risks, and results of aviation incident investigations, to develop corrective actions;
  • Developing and maintaining a flight safety database for monitoring and managing safety, as well as for analyzing the state of flight safety;
  • Participating in flight safety risk management at the state level, including analyzing and implementing risk reduction measures;
  • Participating in the development, implementation, and maintenance of a quality management system in accordance with international standards (ISO 9001);
  • Monitoring the achievement of national safety performance indicators (SPI) and coordinating actions to meet them;
  • Preparing and implementing initiatives to improve flight safety (SEI), as outlined in the national flight safety plan (NFSP), to achieve national safety goals;
  • Monitoring the execution of tasks and initiatives provided for in the NFSP, including the implementation of risk management approaches;
  • Cooperating with international and regional aviation organizations to implement strategies specified in the NFSP.
